The Second Mortgage Assistance Loan (SMAL) Program provides down payment and closing cost assistance loans of up to $10,000 to Delaware home buyers. Principal and interest are deferred for 30 years, until refinance of mortage or until sale of home. Borrowers can begin repaying loans at any time, but repayments are not necessary until the first mortgage is paid, the title transferred, or the borrowers no longer use the home as their primary residence.
