Salvation Army, New Castle Cares Program is a program for City of New Castle Electric customers with Municipal Services Commission as a provider. Clients should call Salvation Army for a prescreening over the phone, if qualified an appointment will be made. There is a maximum of $300.00 that can be used once a year.
